The Genuki website records the chapel being founded in 1850 and closing in 1965. It was situated on Lord Street.

The 1941 Methodist Statistical Return describes the chapel as stone built, seating 472 on pews with one hall and two additional rooms.

I’ve added a transcript of the return from the Primitive Methodist preaching place in Springside, Rawtenstall to the 1851 Census of Places of Public Religious worship. The return was completed by James Fell, the steward.
The preaching place in Springside preceded Jubilee chapel which consequently questions the 1850 date for Jubilee chapel opening. The Rossendale Family History Society site tells more of the story and gives an opening date of 1861. You can read it here:
